User cannot access console only if VM has been started by the user. It's done for security reasons. For example User2 cannot access User1's pool VM. That seems to be true, but having it controlled like that makes it impossible to have Pool VM's prestarted. I would rather have that controlled by what user is allowed in "Permissions".
