    It seems to me he wants to test nested virtualization where:
    L0 = Qemu/KVM (managed by oVirt)
    L1 = Xen and/or Hyper-V

This is not possible currently with ovirt-node. You can achieve it with a standard Fedora host with vdsm and vdsm-plugin-nestedvt
