1. you need to have a windows vm and seal it for sysprep (not sure about the 
details of how to do it)
2. make a template from this vm, make sure that the correct os is selected 
(xp,win7..)
3. when creating vm from the template, fill the windows domain and timezone 
under the 'Inital run' tab
on the vm first run, sysprep should be run automatically.

i think reboot is more of a windows requirement rather ovirt, but not sure.
