About this bug,

Will a windows machine will "set" the "hardware" clock or will it set the "showed"\"Calculated" time?

I guess it probably is that bug. I'm guessing that once the doc is
updated someone will have to fix libvirt so that it uses the offset it
gets back from qemu to work out what the offset from utc it should store is.
