Cluster Version is 3.3 and I restart the engine after running the
engine-config command.

just remembered this is preserved at cluster level on first host joining the cluster to support both fedora and .el6 without manual intervention.

not without db intervention. I opened a bug [1] to change it so we would be able to reset the cluster value

if ${value} is blank than your emulated machine value would be a match between the config value and the host value

sorry, i confused the RHEV default, which GA post rhel 6.5, with the
ovirt one which GA pre-6.5.
