I just install it like this:
wget ftp://ftp.muug.mb.ca/mirror/fedora/epel/7/x86_64/n/novnc-0.4-7.el7.noarch.rpm yum localinstall novnc-0.4-7.el7.noarch.rpm and than I was able to install the engine.
