It seams that the configuration volume on your env is empty.
Can you please report the output of
. /etc/ovirt-hosted-engine/hosted-engine.conf
sudo -u vdsm dd
if=/var/run/vdsm/storage/${sdUUID}/${conf_image_UUID}/${conf_volume_UUID}
bs=20480 count=1 | tar -xOv hosted-engine.conf
executed on the first host?
Was the deployment successful till the end on the first host?
