Maybe you can try disabling unused data sources. In /etc/cloud/cloud.cfg of el7 vm:
datasource_list: ["NoCloud", "ConfigDrive"] If I remember correctly ovirt use ConfigDrive to pass data to VM cloud-init. Hope this helps.
