If you haven't "installed" or "reinstalled" the second host without purposely selecting "DEPLOY" under hosted-engine actions, it will not be able to run the hosted-engine VM. A quick way to tell if you did is to look at the hosts view and look for the "crowns" on the left like this attached pic example.
