At least in 4.1.9, oVirt re-scans the ISO domain for new files, so you should be able to scp your .iso file directly into the domain and have it appear in the engine after some re-scan period. I.e., at least historically there was no hard-and-fast requirement to upload an ISO image through an ovirt interface.
