I think that there is a special file on the shared storage (something like
OVA) that stores the necessary data.
Have you tried with:
hosted-engine --set-shared-config storage <server1>:/engine
hosted-engine --set-shared-config mnt_options
backup-volfile-servers=<server2>:<server3>
