You need to have two hosts up and running and members of same ovirt setup. It seems when you set up fencing, one host perform the test on the other one.
in my Case I never been able to perform fencing setup properly unless I have a minimum of two nodes working. I use Tyan servers. Same setup/params as yours. Do you have two hosts up and running?
