What type of virtual disk for VM have you created?

When creating new virtual disk, default Interface option is "VirtIO-SCSI".
Windows does not have drivers for that Interface type included in installation.
Try first changing Interface type to "SATA" on Virtual disk and then install
Windows.
After that, you can download VirtIO drivers inside Windows VM, install them and
then change Interface type of Virtual disk back to VirtIO-SCSI.
