It all comes down to the complexity of the PDF from my experience - the
number of pages or the file size are just two factors. If there are lots of
different objects inside the pdfs - like images, crazy tables, lots of
fonts, etc that matters too.

I presume your pdfs all originate from different "production pipelines" -
as in differnt sources?
