Don't know, I've never used PHP. If you want to generate PDFs, you can
use https://tcpdf.org/
2) Is it possible to convert the whole PDF having text, images and Form
with textbox, textarea etc with same css as it display in PDF can be
convert into HTML ?
Not with PDFBox; we have a converter, but it does only text.
You should display your PDFs as such in a browser, e.g. with PDF.js
(included in firefox).
