Feel free to create an issue, however at this time I don't consider it
to be a bug (despite that Adobe Reader acts differently), because PDFBox
respects the PDF specification here which says that Q=1 means centered.
Other committers may see this differently.
I suspect that Adobe considers the widget setting too (which is 0 in
your file).
