Most likely one or more queues are backing up. Try using qpid-stat or
qpid-tool to figure out whether there are specific queues that build
up or whether they are all affected the same way. The qpid-stat tool
gives you enqueue- and dequeue rates per queue; do the reported values
match your expectations?
What client are you using? You can try speeding up the consumer by
tweaking the acking interval and prefetching perhaps.
BTW, if one of the queues are backed up, set a ring or reject policy on
the queue to protect the broker.
