You could set max size (in terms of message or bytes) when you create a queue.
You could also set a queue policy to tell the broker what it should do
if this limit is reached.
The default is "reject", which will throw an exception to the
publisher saying the queue is full.
( Other options are "ring" and "flow-to-disk" and the latter is
obviously very slow).
