turned out its probably something either in my /etc/hosts or network config:
i had been trying qpid-config -a localhost:5672, but just now as i tried
with the server name and it worked -
qpid-config -a server1:5672

i'm pretty sure the 'localhost' way also worked, so there might have been
some change in server config in the meantime
