The next release is 0.14 and we still have a couple of weeks to get in any enhancements/new features for that. The first step is to get your patch formally granted to the ASF. The simplest way to do so is to create a JIRA for this and attach the patch to it, checking the 'grant to ASF' checkbox as you do so.
