The most basic reason is that the patch wasn't attached to a jira with permission granted to ASF to use it. Also, on a brief skim of the patch, it looks like it removes some files that would break Linux, and removes some content that would break MSVC builds. It looks to use the "bigger hammer" method of getting mingw32 to work.
