My only objection there is the complications for automated tests and sensible installs. The c++ tests require the c++ client libraries. In my view it is simplest to keep the actual tests alongside the clients they are testing.
If anyone wants to submit/commit a patch for something fancier, that is fine by me though.
It would also be nice to see them installed as part of the distribution.
They are installed by make install already (to libexec/qpid/tests on my system).
