I'm not sure that its an official 'implementation of QMF', but there is a new library which the tools use that is essentially just some helper routines to simplify constructing QMFv2 messages and parsing the responses.
It's at https://svn.apache.org/repos/asf/qpid/trunk/qpid/tools/src/py/qpidtoollibs/broker.py if that's of any interest. I guess it depends on what you want to do exactly.
