I have *no* idea how to assign it though - none of the widgets on the issue page obviously point to assignment as far as I can see, could you point me at where to look?

It could just be that stuff was saved in my cache, but I'm kind of
curious. BTW Qpid detects Perl fine for me, no idea what Proton is
doing differently - it seems odd and inconsistent  that different
CMake tests exist for Proton and Qpid.

Not that I'm aware. Looking atthe FindPerlLibs.cmake module, it's not
been touched since I added in back in June. And nothing shows in the
logs as having changed the Perl bits.

I'd have to go back over them, but the Qpid and Proton finds probably
have subtle differences. If you want to file a JIRA and assign it to me,
I'll dig into it a bit and see.
