Yes, there was an outage and the effect is still being felt even though it has been running for almost a week now.
https://blogs.apache.org/infra/entry/mail_outage https://twitter.com/infrabot The apache.org mail server died for for about 4 days last week, and they piled up nearly 10m messages in backlog while it was down. Those started being delivered last Saturday night, but due to the volume of messages in the backlog (and new messages flowing at the same time to compound things) various mail services have been throttling them (particularly gmail since so many people use it), requiring further redlivery attempts on mails which adds more delay. I am still getting mails from 10 days ago, and while some new mails via apache.org appear when expected most take up to days to arrive because they needed redelivery attempts to get through.
