There's a new feature of the C++ messaging API, local transactions for 1.0,
that depends on fixes that should appear in proton 0.9.

I've been assuming that the qpid/java releases, at a minimum, would be
independent after 0.30.  And I don't think there's anything that should
prevent our doing that for the other components as well.
