I've reproduced your symptom here. You are correct that this is not expected behavior. I'm looking into it.

 From qdstat on router A, closest/q is mobile local (count=2) in case#1 and
mobile remote (count=2) in case #2.  But somehow the two cases have
different behaviors in message distribution.

$ qdstat -a -b 0.0.0.0:20100
                                local   remote
mobile closest/q
