Are you sure that there are no duplicates on the queue? E.g. when a
sender connection fails, and it reconnects, it will resend any in doubt
messages which may result in duplicates. The duplicates should be marked
with redelivered=true or a non-zero delivery count (this depends on the
client used however).
To be able to get any further I think you will need to try and isolate a
reproducer.
