I can confirm what you wrote. I just tried and "pip install python-qpid-proton" on a clean system (Debian 8) results in a working setup for me as well.
The only difference between the two systems is that on the broken one I first built and installed the qpid-proton-0.16.0, qpid-cpp-1.36.0 and qpid-python-1.35.0 packages.
