While I haven't built on debian/ubuntu in a while you'd want the cyrus libraries and extra plugins installed which should be something like this:
# apt-get install libsasl2 sasl2-bin libsasl2-modules Which looks like is the case based on the dpkg command. On some operating systems the 'sasl2-bin' includes a 'mechlist' binary that will dump what's available. On Fedora 25 this looks like this: [rkieley@i5t450s ~]$ sasl2-shared-mechlist Available mechanisms: SCRAM-SHA-1,GSSAPI,GSS-SPNEGO,DIGEST-MD5,CRAM-MD5,LOGIN,PLAIN,ANONYMOUS Library supports: ANONYMOUS,PLAIN,LOGIN,CRAM-MD5,EXTERNAL,DIGEST-MD5,GSS-SPNEGO,GSSAPI,SCRAM-SHA-1 [rkieley@i5t450s ~]$ But is not available on OSX. On OSX at the moment there is an open issue, PROTON-1695 - '[OSX] Cyrus SASL plugins do not load leading to missing mechanisms' [1] although I don't directly know of other affected operating systems at this point.
