That is really a question for the Azure ServiceBus support team.
My guess would be that you cannot send to that queue. Its purpose is to
hold messages deemed to be 'dead letters'. Usually this is when it has
been rejected or fails delivery through not getting an acknowledgement
for a certain number of times or other circumstances that indicate there
may be a problem delivering that message through the usual channel.
It doesn't usually make sense to publish directly to such a dead letter
queue.
