Feel free to submit a PR! The reason that the Qpid Proton library is optional is historical: AMQP 1.0 support is a relative latecomer to the Qpid project and initially only AMQP 0-10 was required. This situation has remained because the Qpid project (as opposed to Qpid Proton) is very lightly maintained currently).
