In the new waf build system it's the option CLOCK_DRIVER_USE_FAST_IDLE in the 
config.ini.

I'm not 100% sure how it would have been disabled in the old build system. I 
assume you have to pass CLOCK_DRIVER_USE_FAST_IDLE=0 to the configure call.
