You are right Tom, this file looks like it is missing from the bin assembly. We encourage everyone to file Jira issues when you have a possible bug, all you have to do is visit https://issues.apache.org/activemqand register an account. You will have immediate access and be able to open a Jira issue against ServiceMix.
