You need add operation attribute for your eip:exchange-target .

Thans Freeman for answering quickly! So it means if you have an EIP between
CXF-BC and CXF-SE, you MUST specify the operation tag?
Why the EIP removes the operation tag in the xml flow? Is it a bug?
How can I set an operation dynamically in the EIP if my WSDL (CXF-BC)
exposes more than 1 SOAP method (operation)?
