Oh sorry, I missed the ovious.
You're using a newly created exchange, so you can only set the In message.
The out message will be set by the provider. Or if you want to send
the out message, you need the following code:
NormalizedMessage replyMsg = exchange.createMessage();
marshaler.marshal(exchange, replyMsg,
XmlUtils.parseDoc(replyXml));
exchange.setOutMessage(replyMsg);
channel.send(exchange);
