You need osgi:refresh the bunde after change activemq-broker.xml to pick up the changes.

An activemq-broker.xml file is created by default in the etc directory
of ServiceMix 4.

Question : Is activemq started automatically by ServiceMix 4 during
the startup of the server and is this file used as configuration file
?
