I have double checked and these bundles are required by "optional" features.
For me, an optional feature is a feature which is not installed by default when
you take a fresh ServiceMix distribution.

The distribution gives the guaranty that you can start ServiceMix with all
embedded bundles.
It's possible that some bundles required by "optional" features are not present
in the ServiceMix system repo. In that case, you will download the required
bundles from the network.

I don't what the team thinks about this behavior, but, from my point of view,
it's the normal one and the one I expect.
