Yeah, cluster is jbi level concept.
For the communication across osgi containers between bundles, maybe consider DOSGI?

I think the answer is:

1) clustering works for JBI components (i.e. servicemix-*)
  a) when you deploy endpoints in JBI fashion
  b) when you deploy endpoints in OSGI fashion (as in clustering
example)

2) however, I believe that clustering doesn't work for simple endpoints
idenfified by 'name'
(e.g. nmr:name:cheese in camel-nmr) - clustering engine needs endpoint
to be identified by serviceName and/or interface

Just to make sure I understand correctly, clustering will only work for JBI
components or can OSGI components have a clustered "endpoint"?

Thanks!
