I face the same issue with cxfbc:consumer where in camel could not get the
headers from exchange 

And the flow goes like CXFBC:Consumer -----> Camel ( both packaged as osgi )
------> ( both packaged as osgi ) Camel -------> CXFBC:Provider

I tried even with serialization=nocheck from jbi end point of consumer and
here are the Exchange headers i got when logged 

19:44:42,202 | INFO  | rovider-thread-1 | WSHeaderProcessor                |
201 - MB-Library-Dependencies - 1.0.0.SNAPSHOT | WSHeaderProcessor.process()
: EXCHANGE HEADERS
[javax.jbi.messaging.protocol.headers={{http://www.w3.org/2005/08/addressing}Action=[wsa:Action:
null], {http://www.w3.org/2005/08/addressing}MessageID=[wsa:MessageID:
null]},]

I would be very grateful if this is resolved please let me know if u need
some test case
