The etc/jetty.xml is pure jetty configuration and it is used for http-osgi 
transport.

As you wanna use http-jetty transport, you need add a httpj:engine-factory 
configuration file as I mentioned for your jaxrs server bundle, you can add

<httpj:engine-factory bus="cxf"> …

into same configuration file where you publish your jaxrs server
