Hot Deploy does not always work. Over the past year, we're learning what can cause Hot Deploy to fail. The fact that activemq-broker.xml is 'Stopping' makes me wonder if you haven't triggered a Felix global lock error. I too wonder what your blueprint looks like. I assume you cannot shutdown your container. Whether you can shut it down or kill it, what happens when you restart servicemix?
