Can you try adding
<bundle>
<groupId>org.apache.sling</groupId>
<artifactId>org.apache.sling.fragment.xml</artifactId>
<version>0.0.1-SNAPSHOT</version>
</bundle>
to your bundle list at startLevel 0?
