Ludovic,
I was able to get rid of the Time Zone messages by setting TZ to
America/Chicago and then exporting. I did this in the sogo account and
the root account and restarted sogo. But there is no change to the
Calendar times. I tried entering a new event but it again refuses to
save in the time I enter and saves to 2 hours previous.
I also don't understand the language locale problem. Any ideas what it
is looking for?

You should fix that because it's likely the source of all your problems.
