The plans got revisted as far as I remember.
The plan is to get the connector+integrator ready
with the first ESR (Extended Support Release) for thunderbird ready.
As of the current roadmap of TB, this will be the case for TB 10
to be released somewhere early 2012.
Mozilla is commited to provide support/patches for 3.1.x at least
12 weeks after the first ESR will be released.
You can help in preparing that release by helping testing TB 10.

The main reason why there is no support for the current TB version is the
need to first fix lightning. (Basically recheck and apply all the
inverse patches used for
the lighting inverse edition to the main lightning branch)
