[SOGo] Missing signature link only for some users?

I have a number of users that are missing the signature link in the sogo 
web interface. I cannot find a rhyme or reason to the pattern though. I 
am currently running sogo-1.3.8b-1.el5 on a centos 5.4 machine. Any 
ideas where to begin looking?
