You are speaking of SSO "single sign on". This is not easy, else it
would be there already everywhere. Look at Kerberos.
SOGo is *already* SSO enabled as it integrates with CAS since v1.2.1

a) Sogo could develop/integrate a wiki: Concentrate on core feature
first, before trying to be "Lotus Domino". :)
b) Sogo could define an API, which others could use. But Sogo is not a
web app framework in the first place, is it? (look at a))
So Sogo supporting CAS comes back to b) already been done.
With a quick google search I seems Alfresco, TikiWiki and Dokuwiki
support CAS, so one could try this out.
