well, after a fresh install of TB 10 (which I did today) and searching
for add-ons, you won't find lightning.
If you do a manual search, you'll find a disabled 1.3. Your only chance
is to go to lightning's project page and install a previous version
(which is not encouraged by the project).
So, if your organization wants its users to be able to install their
add-ons themselves, this is not really practicable (tell a "simple" user
to find an add-on fitting her/his version of TB).

Where did you read that Mozilla stopped supporting Lightning for
Thunderbird ESR? Because they released lightning 1.2.3 for Thunderbird
10 on 9 March and I can't really find any information whether they
keep supporting lightning 1.2 as long as Thunderbid ESR is supported
or not.
