The above ics display as 10AM in iCal and 8AM on Droid, spent a couple
hours trying to figure out what is going on and honestly am a bit lost.

Any thoughts / help / advice?

I deleted the event from SOGo and imported the ics into iCal, then event
shows at the proper time in iCal but now in SOGo WebUi it shows at 11AM.
Something funky is going on here with VTIMEZONE parsing I assume.
For iCal see bug #1203

This used to change timezone in iCal synched events to Africa/Algier

It will be fixed in 1.3.15


Android should be OK.
What timezone did you set on Android?

Android is set to use 'Automatic', which I assume means NTP type sync from VW
