For a solution it would be the best if sogo did "the right thing" and
checked groups from most specific to less specific but I would already
be happy if it were possible to change the order of groups manually.
Currently it seems to be order of creation which makes editing really hard.

there is not even a plan on when to fix it.
Yes, that would be the right way to handle this problem.
If you set ACL's they are stored like this in the database:
1. oldest acl entry
.. to ..
2. newest acl entry
But if the ACL's are processed, it just goes top to bottom.
